Treat 15 to 20 as comfortable, not a target to push toward: the aquarium author William T. Innes described the classic warning sign of crowding, “When the fishes persist in coming to the top and gasping for air, it is usually a sign that they are overcrowded or that the water has become bad from some kind of decomposition. The trouble should be quickly found and remedied before the fish become seriously affected or perhaps suffocate.”2

What decides the number
Adult size and bioload, schooling minimums (6+ per species), filtration, and footprint set the number, not “1 inch per gallon.” A 20-gallon long gives more swimming length than a 20-gallon high.
The inch-per-gallon idea is not new, and even a century ago it was treated as a rough approximation. William T. Innes noted, “Another practical rule which has been advocated by some writers, for estimating the fish capacity of an aquarium, is one inch of fish to the gallon of water. To find the gallon capacity, multiply the length, breadth Divide the result by 231. The result will be in gallons. This rule is all right for aquaria of average proportions, but”1 He favored surface area instead: “Even common fish, however, should not be given less than eighteen square inches of water surface to the inch of fish body.”1 That is why footprint, not volume alone, governs how many fish a tank really holds.
Stock conservatively, and be wary of advice that pushes the number higher. The same author warned that “unscrupulous and short-sighted [dealers] recommend the use of more fish than should properly be put into an aquarium of given size.”2
